About CARE

The Children-At-Risk Empowerment Association (CARE) is a voluntary welfare organisation and a member of the National Council of Social Service (NCSS). Formed in 1997 by a group of concerned professionals led by former schoolteacher Mrs Lan Teo, CARE reaches out to youths at risk of academic failure, behavior problems, emotional maladjustment, suicidal tendencies and juvenile delinquency. At its inception, CARE received a two-year project development grant of $200,000 from NCSS.

CARE's approach...

CARE adopts a three-pronged approach that can be encapsulated into the acronym PIT.

Prevention

PRE-EMPTS issues related to at-risk youths through weekly lifeskills lessons centred on positive, pro-social values and attitudes designed to motivate, inspire and redirect youth towards positive life choices.

Intervention

STEMS downward deterioration through one-on-one need driven work with high risk individuals to redirect the downward spiral by counselling, mentoring or home visits.

Transformation

FUELS upward aspiration. Involves doing whatever it takes to help willing and motivated individuals rise above perceived limitations to achieve and develop to the fullest of their potential.
